In his opening address, Prime Minister Sharif extended a warm welcome to the delegates, praising Islamabad as a "green and beautiful capital." He highlighted the significance of the SCO as a platform representing "the collective voice and aspirations of over 40% of the world’s population," rooted in the "Shanghai spirit."
Sharif described the summit as a “testament to the strength of our relationships” and underscored its role in advancing socio-economic development, regional peace, and stability. He encouraged participants to “exchange ideas, share best practices, and create actionable plans” to deepen collaboration across the SCO member states.
The summit drew leaders from across the region, including China’s Premier Li Qiang, Belarusian Prime Minister Roman Golovchenko, Kazakhstan’s Prime Minister Olzhas Bektenov, Russia’s Prime Minister Mikhail Mishustin, Tajikistan’s Prime Minister Kohir Rasulzoda, Uzbekistan’s Prime Minister Abdulla Aripov, Kyrgyzstan’s Chairman of the Cabinet of Ministers Akylbek Zhaparov, and Iran’s First Vice President Mohammad Reza Aref.
India was represented by External Affairs Minister Subrahmanyam Jaishankar, who arrived on Tuesday for the first official visit by an Indian foreign minister to Pakistan in nearly a decade, amid ongoing bilateral tensions. Additionally, representatives from 16 observer countries and dialogue partners associated with the SCO were present at the summit.
